				<content:encoded><![CDATA[<p>Great pictures help make eBay a place people want to shop. Pictures often make the sale—especially for shoppers on mobile devices. That’s why back in 2012 we asked all sellers to meet a few basic <a href="http://pages.ebay.com/sellerinformation/sellingresources/picturestandards.html" target="_blank">picture quality requirements</a> that will be enforced beginning July 1, 2013. That day is approaching, so be sure your photos comply with the following <a href="http://pages.ebay.com/sellerinformation/sellingresources/picturestandards.html" target="_blank">picture quality requirements on all new, revised, and relisted items</a>:</p>
<ul>
<li>All photos must be <a href="http://av.ebaystatic.com/aw/pics/videos/sell/picsize/2182_eBay_Picture_Size.swf" target="_blank">at least 500 pixels on the longest side</a> of the picture.</li>
<li>Photos cannot have borders.</li>
<li>Photos cannot have seller-added text or seller-added artwork.</li>
<li>When you list a used item outside of books, movies, music, and video games, you cannot use the eBay catalog stock photo in the primary photo position. You must upload your own photo.</li>
</ul>

				<content:encoded><![CDATA[<p>Updates to protect your feedback and help reduce unpaid items, and updates to categories and item specifics, announced in March as part of the <a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/overview.html" target="_blank">Spring Seller Update</a>, take effect this month:</p>
<p><b>Feedback removed for cases found in your favor</b></p>
<p>As of May 1, for transactions in which an eBay Buyer Protection case is resolved by eBay in your favor, buyer <a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/feedbackprotection.html" target="_blank">feedback and related detailed seller ratings will be removed</a> promptly and won’t count towards your seller performance rating.</p>
<p><b>Steps to reduce unpaid items and keep your inventory available</b></p>
<ul>
<li>Starting mid-May, many fixed price items and auction-style items purchased with Buy It Now will continue to be available for sale <a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/unpaiditems.html" target="_blank">until a buyer pays</a>.<strong>
<p>Take action: </strong>If you offer shipping discounts to buyers purchasing multiple items using eBay’s <a href="http://pages.ebay.com/help/pay/shipping-discounts.html" target="_blank">shipping discounts tool</a>, be sure your listing description instructs buyers to add eligible items to their eBay Shopping Cart. The discount will automatically be applied to the order total.If you offer combined shipping discounts but don’t use eBay’s tool to define the rules, be sure your listing instructs buyers to add the items they want to their Shopping Cart and request a new invoice that reflects the revised shipping cost by clicking the Request Total button.</li>
</ul>
<ul>
<li>Also starting mid-May, when you accept a <a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/unpaiditems.html" target="_blank">Best Offer</a> in the Art, Jewelry &amp; Watches, and Computers/Tablets &amp; Networking categories, your items will be available for sale until the buyer commits to buy, and in most cases pays.<b>
<p>Take action: </b>Since the Best Offer transaction is not completed until the buyer commits (or pays), you can start accepting multiple offers to increase your chances of selling the item. Consider setting up <a href="http://pages.ebay.com/help/sell/best-offer.html#automatically" target="_blank">automatic responses</a> to accept or decline offers automatically depending on the price limits you set.</li>
</ul>
<ul>
<li>Now, in the event that you do have an unpaid item, you can file a case as early as <a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/unpaiditems.html" target="_blank">2 days</a> after a transaction ends and payment is not received—either manually in the Resolution Center or by choosing the 2-day option with <a href="http://pages.ebay.com/help/sell/unpaid-item-assistant.html" target="_blank">Unpaid Item Assistant</a>.</li>
</ul>
<p><b>New categories now available—update your listings with new item specifics </b></p>
<p><a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/categoryupdates.html" target="_blank">Category updates announced earlier this spring</a> will be completed this week. You’ll also find <a href="http://pages.ebay.com/sellerinformation/news/itemspecific.html" target="_blank">new item specifics</a> available for both existing and new categories.</p>
<p>Updates will affect the following categories: <b></b></p>

<p><b>Take action:</b> Make sure your items have been moved to the right category—and to update your listings with new item specifics to optimize their search visibility. Also with these updates, your listings may have been moved to new categories, which could result in an increase or decrease in fees—check our <a href="http://pages.ebay.com/sellerinformation/news/springupdate2013/springfeesimplification.html" target="_blank">fee chart</a> to see how your fees may be affected.</p>

<p>Key updates to the <a href="http://pages.ebay.com/help/policies/user-agreement.html" target="_blank">eBay User Agreement</a>:</p>
<ul>
<li><b>Provisions regarding Global Shipping Program. </b>We added provisions describing the Global Shipping Program, through which we may make your domestic U.S. listings available to international buyers. For items that are located in the United States and that you sell through the Global Shipping Program, you will simply ship the sold item to a parcel processing facility located in the United States, where a third party global technology and shipping provider will oversee the processing, customs clearance, and international shipment of the item to the buyer. Buyers will pre-pay all applicable shipping and import charges during checkout and will benefit from international tracking of the item from the parcel processing facility through delivery.
<p>Unless you have previously opted into the Global Shipping Program or are a new user, we may make your eligible new and existing listings available to international buyers through the Global Shipping Program <b>only after you have indicated a desire to take advantage of this program in the form of an electronic click-through acceptance of the User Agreement or otherwise</b>. Your participation in the Global Shipping Program will be subject to additional terms and conditions, including an agreement with that provider for the provision of its services to you.</li>
</ul>
<p>See <a href="http://pages.ebay.com/sellerinformation/news/uaFAQs.html" target="_blank">Frequently Asked Questions</a> for more information about this User Agreement update as it applies to the Global Shipping Program.</p>
<ul>
<li><b>Updates relating to eBay’s process of amending the User Agreement and users’ acknowledging acceptance of it. </b>We updated the provision regarding the process by which the User Agreement may be amended and added a provision describing how a user may be asked to acknowledge acceptance of it.</li>
</ul>
<p>As with previous updates, other changes have been made to keep the User Agreement up-to-date. <b>We encourage you to review the updated User Agreement to familiarize yourself with the updates.</b></p>
<p>You don&#8217;t need to take any further action to accept the updated <a href="http://pages.ebay.com/help/policies/user-agreement.html" target="_blank">eBay User Agreement</a>. 				<content:encoded><![CDATA[<p>Now sellers and buyers have the opportunity to communicate and resolve issues about transactions <i>before</i> a case is escalated to eBay for review.</p>
<p>Starting today, April 9, buyers will need to <a href="http://resolutioncenter.ebay.com/" target="_blank">contact sellers first through the Resolution Center</a> by opening a case and then must wait 3 business days before asking eBay to review and resolve transaction issues for cases of item not received or item not as described. Most often, communication between the buyer and the seller is enough to resolve any issue.</p>
<p><b>Sellers:</b> Now you will always have at least 3 business days to resolve any issues about transactions directly with your buyers through the Resolution Center, before a case is escalated to eBay for review. (Previously a buyer could escalate after a seller’s first response.) If you and the buyer successfully resolve the issue during this time, the buyer will not need to ask eBay to review the case. You will have all the tools you need to resolve issues directly with buyers through the Resolution Center, and all related<b> </b>communications will be centralized to help facilitate an efficient resolution.</p>
<p><b>Opened cases no longer count</b><br />
<b></b>When a buyer contacts you about an issue, even though a case is automatically opened in the Resolution Center, the case will not impact your <a href="http://pages.ebay.com/help/policies/seller-non-performance.html?ssPageName=CMDV:AB" target="_blank">seller performance rating</a> or Top Rated Seller status. Only cases that are escalated to eBay for review and are resolved in favor of the buyer will count.</p>

<p><b>Listing the latest Samsung products as pre-sales</b><br />
Sellers <a href="http://pages.ebay.com/help/policies/pre-sale.html" target="_blank">in full compliance with eBay’s Presale policy</a> will be allowed to list the latest Samsung products on eBay, 30 days prior to the launch date. Also:</p>
<ul>
<li>Samsung authorized resellers may list up to 25 items per week.</li>
<li>eBay Top Rated Sellers may list up to 4 items per week.</li>
<li>Sellers meeting our <a title="http://pages.ebay.com/help/policies/seller-non-performance.html" href="http://pages.ebay.com/help/policies/seller-non-performance.html" target="_blank">minimum performance standards</a> may list 1 item per week.</li>
</ul>
<p><b>Listing the latest Samsung products after the launch</b><br />
Once the latest Samsung products are made available to the public, most sellers will be allowed to list them with some limitations:</p>
<ul>
<li>Samsung authorized resellers may list an unlimited number of items per week.</li>
<li>eBay Top Rated Sellers may list up to 8 items per week.</li>
<li>Sellers meeting our <a title="http://pages.ebay.com/help/policies/seller-non-performance.html" href="http://pages.ebay.com/help/policies/seller-non-performance.html" target="_blank">minimum performance standards</a> may list 4 items per week.</li>
<li>Sellers who’ve confirmed their personal information may list 1 item per week.</li>

<p>Sellers not meeting our <a href="http://pages.ebay.com/help/policies/seller-non-performance.html" target="_blank">minimum performance standards</a>—or that haven’t confirmed their personal information—will not be allowed to list the latest Samsung products during the pre-sale or post-launch sale period.</p>
<p><b>Samsung related domain name and email address sales</b><br />
Sellers offering Samsung related domain names or email addresses for sale on eBay, both pre- and post-launch, will be allowed up to 4 listings—which must be in the <a href="http://www.ebay.com/sch/Businesses-Websites-for-Sale-/11759/i.html?_nkw=websites&amp;_catref=1&amp;_trksid=p3286.c0.m1538" target="_blank">Businesses &amp; Websites for Sale</a> category—per week.</p>
